In 1930 Congress created the Veterans Administration by uniting three bureaus and President Hoover signed the executive order establishing the VA on July 21, 1930.  The first responsibilities of the VA was disability compensation, life insurance and retirement payment.  On June 22, 1944 President Roosevelt signed the "GI Bill of Rights" into law.  The three components of the Bill included an Education benefit, an unemployment benefit and Federally guaranteed home loan program.  A program that as of May 2006 has issued more than 18 million VA home loan guarantees.  Today, qualified veterans and active duty military in the Clarksville area can obtain a loan of up to $417,000 with no money down.
